If you are in the process of create new dynamic pages on your site and you do not have any content yet try not to put ads on these empty pages.
Google crawls your site to see what kind of content is in it. That's google knows what type of ads to display on your site.
If google finds nothing and start to display publis service ads on these pages, it may take weeks before you begin to see relevant ads once you have content on these pages.
PSA / public service ads will not earn you any money.
